Yes it is common and yes it is legal.
I didnt sell pups with breeding right to just anyone. They had to show the pups. They would get unlimited registration, but it was to show first and then to breed if the pup was titled.
Otherwise it was a limited registration, no breeding rights. This was when I breed my dogs(not right now, have bred in the past).
I rehome puppies and none of them will leave with breeding rights. They all have to be neutered.
Why you ask. Well I dont want the pups bred helter skelter.
I did have unlimited registration, and the people that bought those pups showed the pups titled the pups and then they could breed.
Are you going to show your dog? Do genetic testing? Do what is necessary to make the breed better?
Most breeders wont give you breeding rights unless you are willing to do this.
I know breeders that have one price for limited and another for unlimited (quite a bit more also.. like 2000. more.)
I dont know what you are paying for your dogs but this would not surprise me if they charged lots more for breeding rights.

So yes it is legal. (what are tickets?)

Crazy_cat_lady if I found a person with one of my puppies breeding said puppy with out proper papers I would come and take the puppy back! Dont encourage people to do that it is a violation of most spay/neuter contracts and a violation of the limited registration. The Dog and the pups would be living with me as the contract would then be null and void… per very good lawyer!

You should go to the breeder’s home. If they do not allow you to go there, it is usually because they have something to hide. You should ask for a vet refernece, references from past buyers. You need to know what shots have been given and when, when the next one is due. What the pup is eating. You should be allowed to see the parents. Ask questions about the particular breed, to see if they are knowledgeable about the breed. Ask if they give a guarantee on the pups and exactly what the guarantee covers.

A reputable breeder usually does not breed those 10 females. Some will be too young to breed and are working on their championships. and growing out until they are 2 years old and can be tested. Some of those may fail and not be bred at all. Usually a good breeder will retire a female at 5 or 6 years of age. And will not breed every heat. So at most usually they will only get 3 maybe 4 litters if that many from each female before they are retired. Many breeders breed even less. So some of those 10 females are retired and having no more puppies. So considering, this breeder has 10 females. and the breed lives to 15 years old.
1-2 dogs will be too young
3-4 dogs will be breeding age
4-6 dogs will be retired.

Plus it is very expensive to breed good quality dogs. See some of the other posts to get an idea of the costs.

It is not just starting out it is the way they start out you should have all Moms and Dads checked by a vet for all defects study the Moms and Dads line for all defects just because the Mom and Dad checks out ok does not mean the defects are not in the line match a Mom and Dad up that will make the pups better get all dogs up to date on shots before you breed them have only one breed and learn everything on that breed for example if you research a chihuahua you know it is a toy breed the standard for them are from 2-6 lbs don’t make up cute little nick names like TEA_CUP or pocket sell it for a toy breed cause this is what it is don’t try to charge more for a color or size don’t keep them in cages let them be part of your family if they need a c-section that cost $1,200 to save its life don’t think about it just do it even if you don’t save any pups you still have the Mom Don’t breed a female when she is still a pup feed her puppy food from the tie to about 2 weeks after the pups are weaned to build her back up don’t place a pup under 8 weeks old don’t sell a 3 week old pup as a 8 week old TEACUP this is only a few things I’m sure others will tell you more
